County Context
Each township and borough writes its own zoning in Pennsylvania. The Adams County Zoning Ordinance applies only in Germany and Menallen Townships, and it does not mention data centers. The county Planning Commission reviews municipal amendments in an advisory role, and since late 2025 it has seen a steady stream of data center amendments.
At the state level, the July 2026 budget added only an energy and water reporting rule for data centers over 10 megawatts. In August 2026, the Governor ordered the state to prepare zoning best practices for municipalities. No Adams County municipality has a data center moratorium in effect.
